Crown Point Park and North Swim Area
What makes this one work is that the bay arrives with a park attached. Behind the sand there is a tot lot, a comfort station, a rinse shower, picnic tables, grills and fire rings, so a morning swim turns into a whole day without anyone getting back in the car. The water along this edge stays shallow and calm, which makes it a small-children beach as much as a picnic one. Several separate lots serve this shoreline, all free, none of them a long carry from the water. The fire rings are worth staying past sunset for.
