Cabrillo National Monument Tidepools
Cabrillo is the clear number one because the reef and the education layer reinforce each other. Multiple intertidal zones, rangers and volunteers, a published tide table, and strong habitat rules make it easier to notice more than a few anemones. The displayed ratings are monument-wide, not a tide-pool-only score. Admission, a 9 AM gate, a 4:30 PM coastal-area close, and capacity closures create the friction. Plan the tide before the drive.
