How to Cross the Border: The San Ysidro & CBX Guide

PedEast is the crossing to build the day around. It runs 24 hours a day beside the San Ysidro Transit Center, takes the southbound walk, and staffs both general and Ready Lane pedestrian processing on the way home — up to 22 lanes when CBP has the officers for it. PedWest is the smaller west-side facility, and the window CBP publishes for it covers a fraction of the day. Make PedEast the fixed point and everything after it gets easier: trolley or car, which lane home, what time you turn around.

Cross Border Xpress is an airport terminal in Otay Mesa with a bridge attached: scan a CBX ticket and a Tijuana boarding pass at the gates and you walk into Tijuana International Airport without going near San Ysidro. It runs 24 hours a day, 365 days a year. Southbound you can cross any time in the 24 hours before departure; northbound you get 2 hours from landing, and you keep it only by staying inside the secure baggage claim area. Book more than 2 calendar days out and the regular-season one-way is $31.99.

Carry a passport book for every person on the trip and the document question disappears. Coming home by land, CBP accepts a passport book, a passport card, an Enhanced Driver's License, a Trusted Traveler card, and — for U.S. citizen children under 16 — a birth certificate, original or photocopy. Mexico's embassy is blunter about the way in: every U.S. citizen needs a valid passport, minors included. A passport card is the cheap frequent-crosser answer and it clears both land inspections. Book for everyone, card in the wallet if you cross often.

The UC San Diego Blue Line ends at the San Ysidro Transit Center, which puts the last stop and the pedestrian crossing in the same place. An adult ride is $2.50 and good for 2 hours; tap a PRONTO card or the app and the charging stops once the day reaches $6. Tap a bank card or a phone wallet instead and there is no daily cap at all. Trolleys run roughly 4:30 AM to 1 AM, and Route 910 buses cover the overnight gap between 12:30 AM and 5 AM every 30 minutes for the same fare.

Mexico wants a passport book or passport card at the land border, and it wants an entry form. The State Department's current instruction is that every traveler applies for an FMM — online through INM or at an INM office — including people staying inside the 12-mile border strip. A passport card covers land entry and the border zone; a book covers everything past it. Complete the form before you go, print it, and hand it over with your passport at the desk. It is good for one entry and up to 180 days.

Ready Lane is the middle tier coming north, and it turns on a card with an RFID chip in it. CBP's list is short: U.S. passport cards, Enhanced Driver's Licenses, Enhanced Tribal Cards, Enhanced Border Crossing Cards, Enhanced Permanent Resident Cards, and Trusted Traveler cards. A passport book, a REAL ID and a birth certificate are not on it. Everyone 16 and older in the car or the walking group needs an eligible card, or the whole group takes general. Hold the card where the in-lane reader can see it and keep moving.

SENTRI earns its paperwork once the border is a routine rather than an outing. It is CBP's pre-approval program for low-risk travelers, and it opens dedicated primary lanes at the southern land ports. The fee is $120 for 5 years, and it is free for a minor whose parent or legal guardian is already enrolled or has an application pending. There is no age or citizenship requirement, but every applicant sits a background check and an in-person interview, so start this months before the crossing turns into a habit.

CBP publishes the northbound wait by port and by lane, refreshed through the day, on its Border Wait Times site and app — San Ysidro pedestrian, San Ysidro passenger vehicle, PedWest, Otay Mesa, each with the number of lanes actually open at that hour. Look at it before you walk south so you know the shape of the day, then look again before you turn around, because that second number is the one your evening is built on. Give yourself an hour more than it says and let the crossing come in early.

Mexican car insurance is required for every vehicle, and the State Department is direct about the consequence: an uninsured driver in a collision, major or minor, fault or no fault, can be arrested. A U.S. policy does not satisfy it. The car itself needs a valid plate and a current registration sticker — a temporary or paper plate will not get in. Only U.S. citizens and permanent residents may drive a U.S.-registered vehicle, and the owner has to be in it for anyone else to take the wheel. Buy the Mexican policy before the car leaves the driveway.
