First the suburbs stop, then the chaparral gives way to oak and granite, and somewhere around Descanso you are in a different San Diego entirely — thirty-four hundred feet up, two lanes wide, and quiet.
This is the Mountain Empire, and it hangs off four roads. Descanso sits on Highway 79. Sunrise Highway peels off the freeway at Laguna Summit and climbs into pine as far as Mount Laguna. East of that, Old Highway 80 runs through Boulevard and drops toward the desert at Jacumba, and Highway 94 turns south for Campo. What survives out here mostly survives by being the only one of its kind on its stretch of road.
It rewards a slow day. A diner at the Descanso turnoff, a candy cottage in Boulevard that has been dipping chocolate by hand since 1921, two museums in Campo that exist because somebody refused to let the equipment rust, and mineral pools at the border that reopened in 2024.
Bring a jacket you would not pack for the coast, fill the tank before you leave the freeway, and check the forest's fire and road notices the week you go.

Weather: elevation runs from about 2,800 feet at Campo and Jacumba to 3,450 at Descanso and 6,000 on the Laguna crest, so it is genuinely colder than the coast and snow shuts Sunrise Highway some winters — check conditions before driving up
Fuel and signal: fill up before you leave the I-8 corridor, and expect phone signal to come and go for long stretches once you are off the freeway
Fire restrictions: the Cleveland National Forest posts seasonal fire and camping restrictions that change through the summer; check them the week you go
Hours: several places out here close early or shut a day or two midweek — ring ahead rather than driving an hour on an assumption
